What kind of writing I'm looking for

I am looking for many varieties of science fiction, fantasy, and some horror (not slasher or violent horror). Stories with a pulpy old-timey vibe are sought, and I want up-to-date modern fiction as well. Plots, characters and stories should be interesting and engaging, and there should be some exploration of humanity or society. I am not interested in technology, or aliens, or gods or what have you for their own sake, but for what they tell us about ourselves.

Some examples of authors from the past who wrote in a style I would publish are Robert Howard, Robert Heinlein, and Howard Lovecraft. More modern examples of authors are Glen Cook and Kim Stanley Robinson.

I am primarily looking for stories of around 5,000 up to 15,000 words or so in length. I will however consider shorter works, and I might consider serializing longer works.

In addition to fiction, I want to publish one or two pieces of non-fiction or criticism per issue. Biographies of authors, reviews of fields or genres, articles on recent scientific developments and articles of that nature will also be considered.

No gratuitous violence or explicit sexual depictions will be accepted.

Art submissions

I am looking for black and white art. The first issue will be black and white. Eventually I will want color artwork, but for now please restrict artwork submission to black and white or gray pieces. The format will be digest sized so be sure the artwork will look good at this small print size.

Payment and Rights

Payment will be $.01 USD per word up to some length. I hope to be able to offer more than that after a few issues. I will only consider original stories not published elsewhere previously. Since the magazine will be available in print as well as digital formats, I am buying print and digital first publication rights.
